Offer your thoughts\u00a0about K-12 education funding to the Alaska<a href=\"http:\/\/www.akleg.gov\/basis\/Committee\/Details\/30?code=SFIN\" target=\"_blank\" rel=\"noopener noreferrer\"> Senate Finance Committee<\/a>\u00a0today<br \/>\n<\/em><\/strong><\/h3>\n<p style=\"text-align: center\"><span style=\"color: #000000\"><strong>The current version of <a style=\"color: #000000\" href=\"http:\/\/www.akleg.gov\/basis\/Bill\/Detail\/30?Root=SB%20%2022\">SB22<\/a> does not include a funding amount for education.<\/strong><\/span><\/p>\n<blockquote>\n<h2 style=\"text-align: center\"><span style=\"color: #000000\"><strong>At the opening of public testimony on March 16, 2017,\u00a0<\/strong><strong>Co-chair Senator Lyman Hoffman clarified that education funding is not included<\/strong><strong>\u00a0in the current budget proposal because the Senate Finance committee,\u00a0<\/strong><strong>\u201ccontemplated that may be reduced by 5%, or a nickel on a dollar.\u201d<\/strong><\/span><\/h2>\n<p>&nbsp;<\/p><\/blockquote>\n<h3><strong>Soldotna, March 16, 2017\u2014Education funding is absent in the <a href=\"http:\/\/www.akleg.gov\/basis\/get_documents.asp?session=30&amp;docid=14013\" target=\"_blank\" rel=\"noopener noreferrer\">SB22<\/a> operating budget work draft. State aid for the education foundation formula will be added back in on Monday. Now is the time for people\u2019s voices to be heard, and fully engaged in this process.\u201d<\/strong><\/span><\/p><\/blockquote>\n<p><a href=\"http:\/\/communications.blogs.kpbsd.k12.ak.us\/files\/2017\/03\/2016_03_16-Senate-Finance-Committee.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-3473\" src=\"http:\/\/communications.blogs.kpbsd.k12.ak.us\/files\/2017\/03\/2016_03_16-Senate-Finance-Committee.png\" alt=\"Senate Finance Committee, 3.16.17\" width=\"650\" height=\"391\" \/><\/a><\/p>\n<h2><span style=\"color: #008000\"><strong><u>HOW-TO TESTIFY<\/u><\/strong><\/span><\/h2>\n<p><strong>Go to a <a href=\"http:\/\/akleg.gov\/lios.php\">local LIO office<\/a> in Homer, Kenai, or Seward; call-in; or email your testimony.<\/strong><br \/>\n<strong>General instructions<\/strong><\/p>\n<ul>\n<li>Public testimony limited to 2 minutes per testifier<\/li>\n<li>If you are a member of a group with the same message, in the interest of time, please select a spokesperson to testify for the entire group<\/li>\n<li>Identify yourself (first and last name), the community in which you live, and any relevant affiliations<\/li>\n<\/ul>\n<p><strong>By Phone (LIO offices in Homer, Kenai, and Seward, plus Off-Net):<\/strong><\/p>\n<ul>\n<li>Public members are strongly encouraged to testify from their <a href=\"http:\/\/www.kpbsd.k12.ak.us\/communications.aspx?id=30098\">Legislative Information Offices (LIOs),<\/a> as there are limited Off-Net phone lines that are prioritized for those who are unable to physically reach their LIO;<\/li>\n<li>If public members cannot reach their LIO, they may use the limited Off-Net phone system<\/li>\n<li>844-586-9085 (toll-free) or 907-586-9085<\/li>\n<li>All Off-Net callers are required to hang up immediately after testifying in order to keep as many lines open as possible for other callers.<\/li>\n<\/ul>\n<p><strong>Written testimony:<\/strong><\/p>\n<ul>\n<li>Email <a href=\"mailto:finance.committee@akleg.gov\">committee@akleg.gov<\/a><\/li>\n<\/ul>\n<h3><span style=\"text-decoration: underline;color: #008000\"><strong>KPBSD fiscal reality<\/strong><\/span><strong><br \/>\n<\/strong>KPBSD requests the Legislature maintain status quo funding, as proposed by Governor Walker.<\/h3>\n<p>The KPBSD FY18 proposed budget is calculated with a status quo funding for education.<span style=\"color: #993300\"> <strong>Status Quo funding projects a KPBSD deficit of\u00a0($ 3.4 million)*.<\/strong> <\/span><br \/>\nTo balance the budget, KPBSD identified<strong><span style=\"color: #993300\"> expenditure reductions of\u00a0($ 2.6 million)<\/span>,<\/strong> and the use of General Fund Balance (savings) of $ 872,358. This is prior to additional education funding cuts. The $2.6 million dollars in expenditure reductions includes 30.76 Full Time Equivalent (FTE) positions.<br \/>\nIf the Alaska State legislature passes additional revenue cuts to state education funding, the KPBSD $3.4 million budget deficit will increase. And, state reductions can affect the Kenai Peninsula Borough maximum allowable contribution to KPBSD.\u00a0<strong>This is the additional state funding impact to KPBSD:<\/strong><\/p>\n<ul>\n<li>\n<h3><span style=\"color: #993300\"><strong>1% Reduction to BSA = ($ 1.05 million)<\/strong><\/span><\/h3>\n<\/li>\n<li>\n<h3><span style=\"color: #993300\"><strong>3% Reduction to BSA = ($ 3.18 million)<\/strong><\/span><\/h3>\n<\/li>\n<li>\n<h3><span style=\"color: #993300\"><strong>5% Reduction to BSA = ($ 5.29 million)<\/strong><\/span><\/h3>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000\"><strong>A 5% reduction in state funding also\u00a0reduces the Borough&#8217;s ability to fund KPBSD by <span style=\"color: #800000\">$1,217,554.<\/span><\/strong><\/span><br \/>\n<strong>Perspective:<span style=\"color: #993300\"> Ten KPBSD teachers equates to one million dollars.<\/span><\/strong><br \/>\n<strong>For several years, budget reductions have come through efficiencies, Pupil to Teacher Ratio (PTR) increases, and reduction of staff. Increased costs\u00a0related to healthcare and serving our intensive needs students continue to rise.<br \/>\n<\/strong><br \/>\nThe effects of these cuts have been kept as far away from the classroom as possible and most of the public do not realize these are already in effect.\u00a0<strong>But,\u00a0$8,550,530 has already been reduced in KPBSD since FY15.<br \/>\n<\/strong><\/p>\n<ul>\n<li><span style=\"color: #993300\">FY15 Budget Reductions \u00a0 \u00a0 \u00a0 ($1.25 million)<\/span><\/li>\n<li><span style=\"color: #993300\">FY16 Budget Reductions\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0 (1.37 million)<\/span><\/li>\n<li><span style=\"color: #993300\">FY17 Budget Reductions\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0 (3.44 million)<\/span><\/li>\n<li><span style=\"text-decoration: underline\"><span style=\"color: #993300;text-decoration: underline\">FY18 Budget Reductions\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0 (2.48 million)<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"color: #993300\"><strong>Total Budget Reductions: \u00a0 \u00a0 \u00a0 \u00a0($ 8.55 million)<\/strong><\/span><br \/>\n<strong>Further reductions to education funding in FY18 will increase the deficit, thus likely impact KPBSD staff, classroom instruction and support.
