School Board to approve Smart Start Plan and Change to First Day of School in August

How will COVID19 risk levels Affect K-12 Education and the first day of school for students in KPBSD?

During their Monday, July 13, 2020 meeting at 6:00 PM, the KPBSD Board of Education will take action to approve the KPBSD COVID19 Smart Start 2020 plan, and change the first day of school for students to Monday, August 24, 2020.

Smart Start 2020

Preparations for the safe and prudent reopening of schools in August 2020 has been ongoing for two months. Twenty members of the KPBSD 2020 Smart Start Work Group designed the KPBSD plan to address how K-12 education and activities in our diverse schools will take place depending on low (green), medium (yellow), or high (red) risk COVID19 community transmission scenarios. The KPBSD plan will continue to be revised as medical information, science, and the pandemic situation evolves throughout the 2020-2021 school year. The Alaska Department of Education and Early Development requires all school districts to submit their plan by July 31, 2020.
The recommended action for the Board of Education is to approve the KPBSD plan. After approval, on July 14, 2020, the plan will be available at the KPBSD Smart Start webpage. You can view the document now in BoardDocs.

Delay first day of school for students by four days
School would begin Monday, August 24, 2020 for students

Changing the first day of school for students to August 24, 2020, will provide four additional critical in-service workdays for staff. COVID19 brings a significant number of extra health and safety measures, instructional options for parents and guardians, school routine shifts, schedules, and operational procedures. These four additional in-service and staff workdays will ensure a smooth and safe startup of schools during the COVID19 pandemic.
The recommended action for the Board of Education is to change to first day of school for students from the original date of Tuesday August 18, to Monday August 24, 2020.

The Board of Education will hold a virtual and telephonic meeting in the Betty J. Glick Assembly Chambers, George A. Navarre Administration Building, in Soldotna. However, due to the current COVID-19 pandemic and CDC recommendations, this meeting will not be physically open to the public. However, the meeting will remain public.

Soldotna, November 27, 2019—At the special school board meeting on November 26, 2019, Virginia Morgan took the Oath of Office to serve District 6 representing Cooper Landing, Hope, Moose Pass, and Seward schools until the regular municipal election in October, 2020.

“A very special thanks to the four very qualified candidates who took the time and energy to apply for the District 6 East Peninsula School Board seat. I am thrilled and honored that we had four well-rounded candidates who were willing and eager to fill this seat. We are very fortunate in the Kenai Peninsula Borough to have many talented individuals who are so passionate about education.

During her interview, among other things, Ms. Morgan’s responses reflected her passion for literacy and reading, community involvement, a high value on relationships, differing opinions, social-emotional learning, and the value of small schools and diversity in KPBSD.

Soldotna, November 25, 2019—Four applicants will be interviewed for the vacant District 6 East Peninsula seat serving Cooper Landing, Hope, Moose Pass and Seward schools. The special board meeting is Tuesday, November 26, 2019, beginning at 10:00 AM in the Borough Administration Building, 148 N. Binkley St., Soldotna, AK 99669, in the Betty J. Glick Assembly Chambers.

Four people applied and met the eligibility qualifications for the District 6 board vacancy, and their applications are available online. The public is welcome to attend the interviews, however, the doors will be shut before each interview begins, as a courtesy to the candidate. Soldotna, April 1, 2019—The Kenai Peninsula Borough School District Board of Education is pleased to announce that on Thursday, April 4, 2019, the Board will conduct interviews for the new superintendent of schools. Interviews will be at the George A. Navarre Administration Building, Assembly Chambers, 144 North Binkley St., Soldotna, Alaska, beginning at 4:00 p.m.

  • 4:15 p.m.: Mr. John Pothast, current Director of Elementary & Secondary Education, Kenai Peninsula Borough School District
  • 5:30 p.m.: Dr. Christine Ermold, current Director of Human Resources and Professional Development, Kenai Peninsula Borough School District

How-to participate in Homer, Seward, or Soldotna, and provide written feedback:
The public is invited to attend the on-site interviews in Soldotna, or watch via live video stream at Homer Middle School or William H. Seward Elementary School. Each finalist will be asked pre-determined identical questions. Everyone who is participating in Homer, Seward, or Soldotna may provide immediate written feedback to the on-site representative, which will then be provided to the Board of Education prior to their executive session. If you want to offer your input, this process will be followed:

  • Audience members must sign in and sign out in order to submit input forms.
  • Audience members must attend the candidate’s interview in order to offer feedback.
  • Input forms must be submitted before leaving the room in order for the board to consider them during the process.

The school board conducted a nationwide search and contracted with the Association of Alaska School Boards to facilitate the search process. Initially, three candidates were invited to interview as finalists, but Dr. Ken Haptonstall withdrew his application on March 31, 2019. The school board intends to make the announcement of their choice of a new superintendent as soon as possible following the final interviews and deliberations on the afternoon and evening of Thursday, April 4, 2019.

New in 2019: Testify at a School Board meeting from Homer or Seward

Sign up no later than 3:00 PM the Friday prior to a Board of Education meeting to guarantee the remote site will be open and staffed.

Soldotna, December 20, 2018—The KPBSD Board of Education will open two additional locations for public testimony via video during a school board meeting. Homer Middle School and Seward Elementary School sites will be open—if there are advance signups—starting with the January 14, 2019, school board meeting.

 
Sign Up to Testify
Advanced sign up is required in order to accommodate remote testimony. The deadline is 3:00 p.m. on the Friday preceding the meeting.

  • To sign up, call or email Debbie Tressler, 907-714-8836 dtressler@kpbsd.k12.ak.us, by the Friday, 3:00 PM deadline. If no one signs up in advance for video testimony, remote participation will be cancelled in that location (Homer Middle School, or Seward Elementary School).

The Kenai Peninsula Borough School Board welcomes and values public comment on agenda and non-agenda items. Citizens have four opportunities during a board meeting to address the Board of Education on education related topics:

A nine member board serves the diverse Kenai Peninsula Borough School District, which spans 25,600 square miles, educates nearly 8,700 students, and has more than forty schools. This vacant school board position requires residency in Assembly District 8, located in the southern Kenai Peninsula. This geographical area includes schools in the Homer, Alaska.
Responsibilities

Qualifications
Applicants must be at least 18 years of age, a qualified voter of the State of Alaska and a resident of the Kenai Peninsula and District 8 for 180 days.
