Soldotna, October 3, 2016—Does a quality education and the future success for every young person living on the Kenai Peninsula matter to you? If so, KPBSD needs you to participate in the budget development meetings taking place at 31 KPBSD school sites on Thursday, October 13, 2016, at 6:00 p.m.*
Here are two reasons why:

  1. Learn how KPBSD crafts a multi-million dollar budget in response to the fiscal reality impacting all aspects of state government and funding for public education.
  2. Provide feedback: Which areas of your school site budget could be reduced in 2017-2018 if there is a 3 to 20 percent reduction in education funding revenue from the State of Alaska. What are your suggestions to legislators about funding shortfall solutions? What matters, what doesn’t?

“Our annual budget is one of the most important things we do each year,” said Dave Jones, assistant superintendent of instructional support. “It is important for people to understand the need to pass a multi-revenue fiscal plan this session. We want to give our parents, staff, students, and community members a chance to learn about our budget, participate in the process, and offer input. The meeting on October 13 will be an important step in the process to develop the FY17 budget. We hope to see a large turnout at all our schools across the district.”

Participant input will be synthesized and presented to the KPBSD school board during November and December board meetings and work sessions.

Balancing Alaska Budgets

Balancing a billion dollar state budget

On anything but a normal Monday in Juneau, when HCR 23 “Suspend Uniform Rules 20, 21, 23, 24” made fast tracks to pass through the House of Representatives, “restricting committee meetings of the Alaska House of Representatives to measures that substantially relate to and have as their primary purpose appropriating, raising, or allocating state revenue, until the Alaska House of Representatives passes a state operating budget to the Alaska Senate,” Speaker of the House Mike Chenault (and District 29 representative) met with one of his young constituents, a high school student from Soldotna, Alaska.
In Juneau for a school board legislative fly-in with board member Lynn Hohl, the student school board representative, Brian Dusek, shared a letter that Soldotna High School students wrote to Alaska legislators. Speaker Chenault said, “I hope we are on the right track, we are going to work on the budget, try to focus on the budget, and come up with a remedy for the budget. We’ll look at revenue streams, we’ll look at reducing the budget where we can. I think it’s important for the people in my community to weigh in, any opportunity that they get—either weigh in on the budget preference or revenue enhancements. And, while I don’t know how that is going to turn out yet, it will take some combination of both of those in order to come up with a sustainable budget that will move Alaska forward and help my community. So that’s where we will be and what we will work on for the next three weeks, and see if we can get a budget passed.” Alaska residents are asked to weigh in with their ideas to The House Majority “Idea Line” 1-844-414-5949 to help solve the State’s budget crunch.
“I’m having a great time advocating for public education and the KPBSD,” said Brian Dusek, Soldotna High School student and school board student representative. “It was great to learn more about the legislative process, meet Governor Walker, our senators, and our representatives, speak to public officials, and have a voice that represents my peers and community. I appreciate the KPBSD school board for allowing me to attend the legislative fly in, and I hope that I helped advocate for public education so it remains a #1 priority in the state. It’s been an amazing experience!”

The district will likely need to make additional difficult decisions depending upon the level of funding we receive from the state and borough. This is an important year to be involved and engaged in all levels of our budget development, and understand the local (borough) and state level funding for public education.”

How would you spend 167 million dollars?

Soldotna, February 10, 2015—KPBSD faces a multi-million dollar deficit for a status quo budget in 2015-2016. If you care about quality schools and an excellent public education for our Kenai Peninsula K-12 students, please attend a public meeting in your area. 
In addition, KPBSD seeks input to evaluate the operation of the pools within our schools. Community members are asked to provide thoughts about how to improve pool usage, and help KPBSD examine cost efficiencies.

“The KPBSD focus is to maximize opportunities for the students in our classrooms,” said Sean Dusek, superintendent. “The district looks forward to gathering innovative options from the public to help us address our fiscal realities. Additionally, we want to hear ideas from the public related to our pool usage and operation costs.”

KPBSD 2014-2015 budget revision

Soldotna, April 11, 2014—Due to the changing fiscal climate at state and local levels, district administration is recommending that funding for the Skyview Middle School pool in Soldotna, Alaska, be reinstated into the 2014-2015 (FY15) budget.
KPBSD district administration has reinstated a $180,000 General Fund expenditure for the Skyview Middle School pool, previously eliminated during a January 14, 2014, Board of Education work session, and included in the 2014-2015 Preliminary Budget presented to the school board on February 3, 2014. The $180,000 reduction was in addition to a $1.3 million budget reduction made in the fall of 2013, in anticipation of a substantial FY15 budget deficit.
The insertion of the $180,000 into the FY15 budget means that the Skyview Middle School pool would remain open during the 2014-2015 school year.
The Board of Education packet prepared for the April 14, 2014, school board meeting has been revised. The FY15 Budget (Revised) document states, The Preliminary General Fund revenue budget will increase by $180,000, from $161,206,486 to $161,386,486, with budgeted revenue from all sources of $154,456,357, use of Fund Balance reserved for Health Care in the amount of $2,156,400 and use of General Fund Balance increased from $4,593,729 to $4,773,729.”

MEDIA RELEASE: How would you spend 160 million dollars?
Soldotna, February 14, 2014—Everyone interested in quality public education is invited to a public meeting about the 2014-2015 budget designed to provide a K-12 education for our local students on the Kenai Peninsula.
The reality is that when the budget process began, an $8,235,753 deficit for a status quo budget in 2014-2015 existed. This is to provide what KPBSD did in 2013-2014. Please step up to the plate and attend a public budget forum. You’ll take a deficit walk with Dave Jones, assistant superintendent of instructional support, and learn about the budget reductions we have already made, possibilities for the future, the role of the legislature, borough, and general fund balance. Do you know that in July 2013, the school board already determined a .5 increase for student-to-teacher ratio in the classroom to address the deficit? This equates to more than ten current positions which will not be funded next year. Even with this, other proposed expenditure reductions, and use of the general fund balance, KPBSD still has an unresolved deficit of $4,593,729 to solve.

Dr. Steve Atwater, superintendent, said, “The financing for our schools is complicated. I encourage the public to attend the budget forums so they can better understand this financing and to gain a sense of our deficit and what steps we are taking to close the revenue-expenditure gap.”
