KPBSD is grateful our Borough funds public education

Soldotna, June 5, 2015—The Kenai Peninsula Borough School District will receive the maximum amount of funding for K-12 public education from the Kenai Peninsula Borough (KPB) in 2015-2016 (FY16). At the KPB assembly meeting on June 2, 2015, assembly members voted to fund the KPBSD FY16 budget with the maximum allowable contribution that Alaska state law permits.

“We are grateful the Borough recognizes that with the fiscal unknowns in the state budget, and by funding the school district with the maximum amount possible, this action will help soften any potential reductions in service that we will likely need to make,” said Sean Dusek, superintendent. “The local funding will minimize negative consequences students will experience with any future reductions in services and educational funding.”

“I am especially thankful for the strong support we received from the Borough administration, assembly, and Mayor Navarre,” said Sean Dusek, superintendent.

The Alaska State Legislature has not yet passed a FY16 budget, so KPBSD remains uncertain about the amount of educational funding that will be designated to the district through the Foundation Formula and One-Time Funding.

The KPBSD $165 million dollar FY16 budget is a deficit budget, and requires use of General Fund reserves. The actions of the Borough will allow KPBSD to extend its General Fund reserves into the upcoming years of fiscal uncertainty.

Celebrate 50 years with KPC, KPB and KPBSD!

Soldotna, August 12, 2014—The public is invited to celebrate an important milestone with Kenai Peninsula College, Kenai Peninsula Borough and the Kenai Peninsula Borough School District. To mark fifty years of service to the Kenai Peninsula, the three key organizations are hosting a community barbecue:

Everyone is invited

50th InvitationIn addition to historical displays, a brief ceremony, tours, live entertainment, free food, games for children, and organization booths, everyone present will have an opportunity to win a commemorative coin set.
The commemorative coins, representing each organization, were minted to mark this historic occasion and will also be available for sale. The college will dedicate a time capsule that will be opened at the 100 year anniversary celebration in 2064. There will also be copies of KPC’s recently released 50 year history book available for purchase.
Overflow parking will be at the KRC Residence Hall and K-Beach Elementary located on E. Poppy Lane in Soldotna. A shuttle bus will run from the elementary school to campus throughout the celebration event.

Flyer_General Information Bond October 1 2013 Proposition 2Soldotna, September 10, 2013—On October 1, 2013, Kenai Peninsula Borough (KPB) voters will be asked to consider $22,987,018 in bonds to repair ten school roofs ($20,995,282) and install a turf field at Homer High School ($1,991,736). These projects have been approved by the State Department of Education for 70% reimbursement under the state debt reimbursement program, which means the state reimburses the KPB 70% of the total cost of the bonds and KPB taxpayers pay 30%.
Voters approved Phase I of the roof school bonds project in 2010; the work was completed in 2011-2013.*
Phase II includes roofs dating back to 1967, is staggered over three years, and provides an opportunity for our local labor force. Many schools have expanded since their original construction date, and different sections of roof were built in phases.

“Why bond now?”

  • Energy measures, such as increased roof insulation, will be built into the project plans
  • The roofs have exceeded their expected useful life and are in need of repair
  • The new roof systems include a 20 year warranty, and will cost less to maintain overall
  • Take advantage of the 70% state debt reimbursement

Taxpayer 70% Savings on the Bond – Debt Reimbursement Program

  • Borough cost: 30% of every dollar
  • State Debt Reimbursement Program: 70% of every dollar (approved)

Cost to the borough taxpayer

  • $ 6.77 per $100,000 assessed property value (annually)
  • $ 472,350 annual net cost to Borough with State of Alaska 70% debt reimbursement program (approved)

The funds are subject to the appropriation process in the Alaska Legislature, as are all funds expended by the State of Alaska.

In October, 2010, Kenai Peninsula Borough residents approved Phase I school bonds of $16,865,000 for these KPBSD schools spanning the peninsula from Seward to McNeil Canyon in Homer. The work is complete.
