  • cause: Decline in projected KPBSD student school enrollment due to COVID-19 global pandemic in the 2020-2021 school year

  • effect: without “Hold Harmless” the enrollment decline creates a potential loss of already budgeted $2,361,550 (est. 9-8-20) from State of Alaska education funding to KPBSD

  • solution: State of Alaska can “Hold Harmless” school district funding, creating a safe harbor for FY21 education funding in the year of COVID-19

KPBSD is grateful our Borough funds public education

Soldotna, June 5, 2015—The Kenai Peninsula Borough School District will receive the maximum amount of funding for K-12 public education from the Kenai Peninsula Borough (KPB) in 2015-2016 (FY16). At the KPB assembly meeting on June 2, 2015, assembly members voted to fund the KPBSD FY16 budget with the maximum allowable contribution that Alaska state law permits.

“We are grateful the Borough recognizes that with the fiscal unknowns in the state budget, and by funding the school district with the maximum amount possible, this action will help soften any potential reductions in service that we will likely need to make,” said Sean Dusek, superintendent. “The local funding will minimize negative consequences students will experience with any future reductions in services and educational funding.”

“I am especially thankful for the strong support we received from the Borough administration, assembly, and Mayor Navarre,” said Sean Dusek, superintendent.

The Alaska State Legislature has not yet passed a FY16 budget, so KPBSD remains uncertain about the amount of educational funding that will be designated to the district through the Foundation Formula and One-Time Funding.

The KPBSD $165 million dollar FY16 budget is a deficit budget, and requires use of General Fund reserves. The actions of the Borough will allow KPBSD to extend its General Fund reserves into the upcoming years of fiscal uncertainty.

KPBSD and Alaska Shield 2012 simulation

KPBSD is participating in the Alaska Shield 2012 simulation exercise.
Thank you to staff, Soldotna Middle School, custodians, Student Nutrition Services staff, and locals who will stay at the SMS shelter.
The Kenai Peninsula Borough Office of Emergency Management explains:

The Kenai Peninsula Borough (KPB) is participating in Alaska Shield 2012. Alaska Shield is an annual, state-wide exercise to test the ability of emergency responders to manage disasters and emergencies. Alaska Shield 2012 will SIMULATE a natural gas outage in Soldotna and Sterling during a period of extreme cold. In a real gas outage emergency, many people would have difficulty heating their homes, cooking and so on.
As part of the exercise, an emergency shelter will be established at SMS to provide a refuge for people who would not be able to stay safely in their homes. There will be NO ACTUAL interruption in natural gas service.

In the event of a REAL gas shortage, residents would be requested to:
• Set thermostat at 60 degrees in living areas (55 if away)
• Turn water heater gas valve to “pilot”
• Do not use natural gas fireplaces, decorative heaters or gas grills
• Consolidate household activities into as few rooms as possible
• Use the microwave for cooking
