On Wednesday, October 9, 2024, at 10:00 AM the KPBSD will send TEST emergency messages via email, text message, and automated call. These are the methods we have available to alert you directly in an emergency situation.

KPBSD Calendar Committee Survey

The KPBSD Calendar Committee recently met to set the KPBSD calendar for the 2026-2027 and 2027-2028 school years. As part of this process, the committee is seeking input from KPBSD stakeholders and the community regarding the timing of Spring Break. To balance the number of instructional days in the third and fourth quarters, the committee is recommending adjusting Spring Break to the third week of March. Traditionally, Spring Break begins during the second week of March and coincides with the UAA Spring Break.

On October 2, National Custodial Worker’s Recognition Day encourages appreciation to the employees who keep our schools and workplaces across the nation running smoothly.

Custodial workers operate behind the scenes. They are often under-appreciated for the hard work they do day after day, too. These are the personnel keeping schools, hospitals, office buildings, museums, churches, and other buildings clean and well maintained.

While delivering outstanding services and running a well-maintained building, they contribute to critical first impressions and the success of any business. They’re the people we call on to give our brick and mortar businesses a polished look. The bank, schools, and office buildings look organized and presentable because custodial workers efficiently keep everything in top condition.

Additionally, their skill saves businesses and organizations money. Well-maintained carpets and surfaces last longer. Seasonal updates and maintenance help buildings to run more efficiently, too. Custodial workers make sure buildings are ready for each season and running correctly. As a result, the buildings are safer and healthier for those entering them. They also free-up time for the rest of the organization to focus on growing a business, teaching students, or caring for others.

The work is physically demanding. Depending on the position, custodial workers may work varying shifts and possibly in several locations. They may be part of a team or work independently. No matter where they work, this day recognizes their dedication and hard work.

National Walk to School Day – October 2, 2024

The first Wednesday in October makes a perfect time to celebrate National Walk to School Day. Not only does the day encourage getting some exercise, but the weather is perfect for walking to school, too.

Walking is one of the best forms of exercise. It isn’t hard on our joints and feet like running and jogging but still gives us all the advantages. The goal of this day is to raise awareness and support for the health, community and environmental benefits of regularly walking or biking to school.

Safety Tips for Walking to School

Though walking to school has many benefits, it can also be a dangerous activity. 

  1. Always plan your route and share it with your family.
  2. Never walk alone. Use a buddy system with another student from your school.
  3. Pay attention to your surroundings.
  4. Never talk to strangers.
  5. Know your neighborhood and avoid areas that are out of view from main areas.
  6. Familiarize yourself with traffic rules.
  7. Wear proper reflective clothing and good walking shoes.

CHILD FIND Can Help!

The Kenai Peninsula Borough School District (KPBSD) provides free screening for children 3 through 5 years old (not yet in kindergarten)

Areas screened include: speech and language, learning and understanding, coordination and movement, social-emotional skills, self-helping skills (feeding, dressing, and toileting), vision or hearing.

Children already identified with disabilities should also be screened if not receiving special education services through the district.

  • Count to 3

  • Walk up and down stairs

  • Follow simple directions
  • Repeat simple sounds or rhymes

  • Put on some clothes without help
  • Point to 6 parts of the body (hair, nose, eyes, feet, hands, mouth)
  • Name several objects (chair, box, ball, etc…)
  • Imitate drawing a circle (even if it is not quite round)

By Age 4

  • Count to 5
  • Speaks in sentences of about 5 words
  • Asks “how” and “why” questions
  • Cuts with scissors
  • Stands on one foot without falling
  • Catch and throw a ball
  • Holds crayons with fingers, not fist
  • Answers simple question like: “What do you do when you are hungry?”
  • Recognize and name 3-4 colors
  • Enjoys playing with other children
  • Dresses self completely (with help on pullover shirts and sweaters)

National School Nurse Day honors all school nurses who care for the children in the schools every day. School nurses promote learning through healthy children.

School nurses are often the first place a student thinks to go when they don’t feel well or have been hurt. But they also provide a wealth of information that supports a successful education as well. The observance reminds us of all the reasons the nurse is available to your school. They provide more than band-aids for scrapes on the playground and check for fevers when a child shows the first sign of illness. School nurses are first responders for medical concerns and administer mid-day doses of medication.

All the roles of a school nurse lead to healthier students who are better prepared for learning.

Teachers play a critical role in educating and shaping our children into the future leaders of our country. These kind, patient, hard-working, dedicated, and understanding professionals help mold our children and guide them in positive directions. We entrust our children with teachers during the school year and they play a pivotal role in their lives daily.

No matter where we are in life, a teacher influenced us. They continue to impact our lives every day, too! When we meet new employees with a wealth of skills and abilities, know a teacher helped shaped them. Every new business owner, doctor, engineer, or nurse can name a teacher who inspired them. Every one of us has at least one teacher in mind who encouraged and motivated us during our education. Take the time today to say “Thank You” to the exceptional teachers you know. Take a moment and reflect on the teachers in your life.

The first Friday in May is School Lunch Hero Day, dedicated to those men and women who make the cafeterias and the schools a better place to be! What was your favorite school lunch? Do you remember the smiling face who served it to you?

For many children, the cafeteria is the first place they enter on a school day. From the first time through the cafeteria line, the lunch hero has more than nutrition on their minds.  The well-being of every child is important to them.  Keeping them safe, happy, and providing them with good and delicious food is also a priority.

The Kenai Peninsula Borough School District (KPBSD) proudly announces that Heidi Stokes, Principal of Chapman School (K-8), has been honored as the recipient of The Alan Haskins Principal of the Year Award for 2024.

The Alan Haskins Principal of the Year Award is a prestigious accolade that recognizes a KPBSD administrator who embodies the exceptional qualities exemplified by former Seward Elementary Principal Alan Haskins. These qualities include character, integrity, perseverance, work ethic, empathy, and selflessness. Mr. Haskins was the inaugural recipient of the KPBSD Principal of the Year Award in April 2022. Sadly, he passed away on March 7th, 2023. In tribute to Mr. Haskins’ lasting impact on his students, staff, and the Seward community,  and in April of 2023 the award was renamed The Alan Haskins Principal of the Year Award.

Considered the highest recognition for a KPBSD principal, The Alan Haskins Principal of the Year Award acknowledges Ms. Stokes’s exceptional leadership qualities and unwavering dedication to her school community.

Heidi Stokes has served as a teacher, coach, and now principal at Chapman K-8 School in Anchor Point for 15 years. Superintendent Clayton Holland stated, “The transformation of Chapman Elementary School under her leadership has been incredible. Parent engagement is high, students are deeply engaged in learning, staff and students are visibly happy to be at the school, and the school is clean and orderly. Chapman School is a source of pride for the Anchor Point community and a school of choice for parents seeking enrollment for their children. Ms. Stokes is a team player and the kind of leader who consistently credits her staff, parents, and their collaborative teamwork for the school’s success.”

The KPBSD congratulates Ms. Stokes on this well-deserved recognition and extends its gratitude for her steadfast commitment to educational excellence.

FY25 KPBSD Budget Narrative

Dear KPBSD Staff and Families, 

As you are aware, after Governor Dunleavy vetoed SB 140 and the Legislature failed to override his veto, the KPBSD and all districts in Alaska have been left in limbo regarding the budget for FY25.  The Kenai Peninsula Board of Education has outlined three budget scenarios contingent upon potential funding from the State of Alaska. These scenarios reflect receiving an additional $0, $340, or $680, as an increase to the Base Student Allocation (BSA) or as one-time allocation. We are all hopeful for a BSA increase as this will also provide more predictable funding for future budgets, versus one-time funding.

In accordance with Alaska Statute, the KPBSD is mandated to present a balanced budget to the KPB Assembly by May 1st each year. At the present moment, the state has yet to make any decisions regarding funding for the school districts. Consequently, the KPBSD will be submitting a balanced budget to the borough reflecting no increase in state funding.

The KPBSD Board of Education’s proposed budget adjustments will have significant impacts on various aspects of the district:

  • The Use of all Remaining Unassigned Fund Balance: $5,836,963
  • Pupil Teacher Ratio (PTR) Increase: The PTR will see an increase of 1 for high schools, middle schools, large elementary schools, and small schools, and a 5 PTR increase for Connections Home School. This adjustment will lead to the loss of 7 teaching positions, resulting in a budget reduction of $780,332.
  • Elementary School Counselors Cut: All six elementary counselor positions will be removed from the budget, resulting in a budget reduction of $640,987.
  • Small Schools Adjustment Cut: Funds allocated for small school staffing will be reduced, resulting in a budget reduction of $320,067.
  • Support Staff Reduction in Workdays: All KPBSD support staff will experience a reduction of 10 workdays, resulting in a budget reduction of $817,676.
  • School Locations Supplies Reduction: Supply budgets for schools will face a 10% decrease, resulting in a budget reduction of $85,150.
  • School Locations Discretionary Supplies Cut: Discretionary supplies at school locations will face a 5% decrease, resulting in a budget reduction of $32,461.
  • Extra-Curricular and Pupil Transportation Transfers: Travel funding for extra-curricular activities will be eliminated, resulting in a budget reduction of $145,000. Pupil transportation will face additional consolidation of bus routes, resulting in a budget reduction of $550,000.
  • Deferred Purchases: Purchases of Interactive Flat Panels will be deferred, resulting in a budget reduction of $567,981.
  • District Office Reductions: District Office staff will see a decrease of 10 workdays and a 10% decrease in discretionary spending, resulting in budget reductions of $259,650 and $252,318, respectively.
  • Extra-Curricular Salaries and Facility Closures: All assistant coaches, instructional, and academic stipends will be subject to cuts, resulting in a budget reduction of $586,411. Cuts to associated managerial and support positions at our pools and theaters will result in budget reductions of $739,174 and $601,962, respectively.
  • Curriculum Material:  Curriculum material purchases for FY 25 will be deferred, resulting in a budget reduction of $714,100.
  • Health Care Budget: A decrease in the healthcare budget will result in a budget reduction of $726,645.
  • Board Membership: Dues to the Association of Alaska School Boards (AASB) will be cut, resulting in a budget reduction of $27,360.

These adjustments reflect the necessary measures taken to align the district’s budget with current funding constraints, while striving to minimize negative impact on the quality of education provided to students. Despite these challenges, every effort is being made to ensure that essential educational services are maintained to the highest possible standard within the available resources. The KPBSD remains committed to delivering a quality educational experience, acknowledging the limitations imposed by the current financial landscape.

What happens if there is a funding increase?

A funding increase of $340 – impacts and budget reductions would still include:

  • Use of entire Unassigned Fund Balance ($5,836,963)
  • Extra-Curricular Transportation Reduction ($145,000)
  • Deference of Interactive Flat Screens Purchase ($567,981)
  • District Office Discretionary Spending changed from a 10% reduction to 5% ($126,159)
  • Extra-Curricular Salaries/Benefits changed from a 50% reduction to 25% ($293,205)
  • Health Care Budget Reduction reduced ($651,872)
  • Curriculum Deferral amount reduced ($357,050)

A funding increase of $680 – impacts and budget reductions would still include:

  • Unassigned Fund Balance ($2,265,841)
  • All other budget reductions will be removed

Now, more than ever, we recognize and appreciate the great work our school counselors provide to our students and to our entire district. On a daily basis they connect with students, and are actively engaged to help them examine their abilities, strengths, interests, and talents. They work in partnership with parents as they encounter the challenges of raising children in today’s world’ they focus on positive ways to enhance students’ academic, career, and social and emotional development; they work with teachers and other educators to provide an educational system where students can realize their potential and set healthy, realistic, and optimistic aspirations for themselves. The work that our School Counselors are doing resonates not only in our schools and communities today, but also into the future lives of our students.

KPBSD Health Care Open Enrollment

Open Enrollment: November 15, 2023 – December 15, 2023

Election Changes will be Effective January 1, 2024

ENROLLMENT DEADLINE: You MUST enroll no later than 4:30 pm AKST on December 15, 2023.
All legal documents and other required documents must be turned in to Stacey Vinson at the District Office by the deadline of 4:30 pm AKST on December 15, 2023.

CURRENT ENROLLEES – IF YOU HAVE NO CHANGES: No action is required from you; your current enrollment will remain the same.

The Health Plan Enrollment form is included in the Open Enrollment Guide and will also be available online at https://employees.kpbsd.org/health-care-plan.

All changes made during Open Enrollment will be effective January 1, 2024.

If you are enrolling a new dependent, you must provide legal documentation as follows:

  • Spouse:
    Marriage Certificate (photocopy)
  • Children:
    A photocopy of the child’s birth certificate, naming you or your spouse as the child’s parent; or appropriate court order/adoption decree naming you or your spouse as the child’s legal guardian.

If you are removing your spouse, you must submit the signed “Request to Remove Spouse Form” with the enrollment form marking “Drop” next to their name.

If you are electing the HRA Plan:

  1. Complete enrollment form with all changes marking “OPEN ENROLLMENT” & “HRA PLAN”
  2. You don’t need to list currently enrolled dependents that you wish to remain enrolled, however, if you would like to drop a dependent child, mark “DROP” next to their name. If you are dropping your spose, you must also include the signed Request to Remove Spouse Form. List any new dependents and check “ADD” next to their name, be sure you include the required legal documents.
  3. Submit all documents to Stacey Vinson by the Open Enrollment deadline. Documents may be emailed.

If you are electing the HSA Plan:

  1. Fill out the paper enrollment form in the Open Enrollment Guide marking “OPEN ENROLLMENT” & “HSA PLAN”

  3. Carefully read the HSA FAQ and eligibility guidelines to ensure you are eligible. If you are unsure of your HSA eligibility, we recommend that you consult a tax, legal or financial advisor to discuss your personal circumstances that may affect your HSA eligibility. KPBSD cannot consult you about your HSA eligibility.
  4. Fill out the attached HSA Enrollment Form and return all pages.
  5. Rehn requires you to list a physical address on the form even if you don’t receive mail at that address. If you have a PO Box you may also list this on the form so Rehn can note that in their system.
  6. Submit all documents to Stacey Vinson by the Open Enrollment deadline. Documents may be emailed.

Remember, this is your opportunity to make changes to your elections for the 2024 Plan Year. The deadline for submitting your enrollment form is 4:30 PM on December 15, 2023. After that date, you cannot change your elections until the next Open Enrollment period in Nov/Dec 2024, unless you experience a Special Enrollment (Qualifying) event as described in the Summary Plan Description.
